The Madrid emergency strike is suspended after an agreement in principle

The Ministry of Health of the Community of Madrid and the five unions in the sector have reached “an agreement in principle” for the rearrangement of Out-of-hospital Primary Care emergencies, for which the indefinite strike scheduled to start this Tuesday is suspended for 48 hours to try to ratify said agreement with the affiliates. The Deputy Minister for Healthcare and Public Health, Fernando Meadowsand the director of Human Resources of Sermas, Raquel Sampedro, have met this Monday for more than seven hours with the strike committee to analyze the allegations presented last Friday by the unions to the out-of-hospital emergency model.

In a joint statement, the strike committee formed by Satse, CCOO, Amyts, CSIT-UP and UGT points out that there has been “a rapprochement of positions” and has agreed temporarily suspend the start of the indefinite strike for 48 hours convened from October 25 to stop the new model of Primary Care emergencies proposed by the Executive of Isabel Diaz Ayusoand to which more than 600 affected professionals are called to participate.

He has indicated that the Ministry of Health has made an assessment of all the points that the strike committee presented last Friday and that they modify the initial proposal presented by the Administration. Satse Madrid spokesman, Juan Antonio Hervashas been “optimistic” when contemplating a large part of the measures proposed by the unions in terms of working days and hours, and in the next two months a series of meetings will be planned to detail the functions, the organization and all the assumptions that can be found in the new 24-hour centers.

From the first moment, Satse suggested that this type of negotiation for the reorganization of emergency services had to be considered from “the pause and the study of the user’s needs”, Hervás pointed out. The secretary general of the CCOO of Health of Madrid, Mariano Martin-Masterhas recognized that during the meeting there have been “several breaks” to try to redirect the negotiation, but the regional Administration has been “consistent” with the proposals and, as a result, it is this “principle of agreement” that it has to be ratified by professionals within 48 hours.

Amyts General Secretary, Angela Hernandez, has regretted that a strike call must be reached for “authentic negotiation” to take place, since this point could have been reached at the end of September. The General Secretary of Health of UGT Public Services of Madrid, Julian Ordonezhas coincided in “important” rapprochement between the parties. Now it only remains to consult with the workers the negotiated conditions to try to shelve this strike. The regional Administration and the unions will meet again next Wednesday.
